What's the point the original poster is trying to make? I don't get it. Is he saying it is surprising to see the Society refer to tithing like this (doesn't seem very surprising at all to me), or that the UK version was so different from the US version?

Interesting, so they admit as far back as 1956 that Jehovah spoke through all the anointed and yet 50 years later Jehovah only speaks through the Governing Body and the "collective congregation of anointed ones" are not special at all, neither do they presume to have more holy spirit than even some experienced members of the great crowd!

Tithes.........(still a dirty word in my JW indoctrinated mind).
Yet I will digress as Malachi does in fact use 'tithes' in many translations (and footnoted in the NWT) instead of 'tenth parts'.

I don't think any eyebrows would have been raised by the original readers. As yknot just explained, it is just another expression for 10th parts and would have been taken as a symbolic giving rather than a literal tithing like Mormons do. The Society even in recent times refers to such expressions in the sense of giving more of our time and effort in furthering kingdom interests, etc.
The interesting thing I picked up was just as truthseeker said...that in this UK article the collective congregation is referred to as the channel of communication.
