Not everyone in the group gets to see the territory card. In some areas only the car group conductor sees it, usually a brother. Then there are the dopey brothers who don't see or understand what the note is, those who disregard it, and some who toss it.
I called on a DNC that way. Never saw the territory card. The brother who had it had not noticed the DNC note.........
