It wasn't a letter, it was the outline that the CO used with the BoE. That was over a year ago now.

Thanks, Billy. That was exactly the thread I was thinking of. As a matter of fact, a copy of the confidential outline (in English) would be just as good as a letter. It would have to be a copy of a CO's original, genuine outline in English for my brother-in-law to (maybe) accept it. He says no such thing was ever discussed in elders' meetings with the CO. I wonder if it was just a regional thing...

When you're dealing with a "deer in the headlights" dub, an angel could come down with a golden copy of the outline, and he'd still say, "Well, you aren't my circuit overseer, so I don't believe it."
Anyway, this would have been covered everywhere. However, at the discretion of the CO, he probably lightly rushed through that part. That would have been the case locally, but I interrupted with the question, "But nobody around here can live at home and attend university, they would have to move away. Why would somebody in XXX (congregation in circuit) be able to attend with blessing, but local kids here would be denied higher education or their dad's deleted?" It was a subCO, he had no answer.
