Those were made in the mid 1920s, but I don't believe it was done by the Watchtower Society. I believe they were distributed by the Bible Students Bookstore which was run by Leslie Jones, who published all the early Convention Reports and compilations like "What Pastor Russell said (Question book) and "What Pastor Russell Taught (Covenants book), etc.
There were other items like these sold, like the great pyramoid paperweight with russell's picture inside ... LOL
