They do have a group of skilled contruction workers that come to Bethel on a temporary basis.
The permanant ones don't have a clue how to do that stuff. In fact, the less they know, the better chances they have of being promoted. Some have actually made it to the GB.
PS: Actually, there are quite a few JW's in the contruction trade.
