If you are talking about pre-Christian, no need to DF in Israel, they just killed off the sinners. Saves everyone some time.

Why can't the Elders kill wrong-doers then?

    I think it's much better than DF'ing?

They can always hide behind Freedom-of-religion advantage.

AFGB, as the WT lamented in a 1950-something WT they are limited by the laws of the land and the laws of God today so they can not kill apostates. They can take certain actions such as completely shunning.

Presently, this is called murder and they'd be shut down faster than you can blink if they started this. Hence, they avoid it. Also, it can be messy. They don't tend to want to 'get any' on themselves.

Were there any JC's in bible times? (Held in private without any witnesses, at least in Israel they were at the public gate)

Was there DF/DA (Employees quitting or getting fired)

Was there any public/private reproof? (Writing up the employees)

Was there "re-instatement"? (Re-hiring the employee)

Was there any loss of privileges? (putting the employee on probation)

Was there a "flock book"? (Policy and procedure manual)

Were there CBOE's? (Lower lever management)

    Were there CO's? (Middle management)

    Were there DO's? (Upper management)

Was there a Governing Body? (the CEO)

Looks more like a 21st century corporation rather than the 1st century Christian congregation.

BTW, your original question asked when did it all start...I believe the actual DF procedure was started in 1952.

If you go back to Jesus you would have thought that if anyone deserved dfing then it would be Judas but if you look at the bible account Judas remained with the group right up until the last moment. In fact Jesus gave no indication either through word or action that Judas had a lower status than anyone else, otherwise when Jesus said "one of you will betray me" everyone would have guessed it was him and they didn't.

So regardless of the command to shun I feel that if Jesus felt his message was strong enough to withstand association with the imperfect then really what right have I to shun others myself?

Yes, but they didn't call it that. It was called "stoning."

Unfortunately, when a wrong decision was made, no appeal was available. All decisions were final.

Freddie Franz lamented in a 1950's Watchtower magazine that it was unfortunate that modern laws did not allow the WTS to continue with that Bible-Based(tm) practice of stoning to death.

I find it odd that the WTS has no problem with forcing their membership to break civil laws if they interfere with "Bible" laws, but was too chicken to sanction Bible-Based stoning when it was forbidden by modern laws.
