I found these on a website called "The Atheists Bible". It's supposed to copy the structure of religions.
The "we" comes from a sense of brotherhood among all atheists. Not an organization. Some people feel they have a "calling" for the promotion of atheism, but most atheists are just happy not to be bothered.
The atheists that I knew to be very keen on imposing atheism were the Communists. They failed miserably.
I appreciate everybody's comments, particularly those by On the Way Out and Primate Dave. Primate makes the point I wanted to make: these are things that anyone could agree with, even if some pruning and adjusting were necessary. Not that the atheists are a bunch of evildoers.
I look forward to more posts.
