Christians do well to weigh such indications that God esteems their reproductive ability. Each couple must determine if and when they will employ appropriate methods of family planning. Granted, their decision would be particularly telling if there were confirmed medical assurances that mother or child faced grave medical risks, even a probability of death, with a future pregnancy. Some in that situation have reluctantly submitted to a sterilization procedure as described earlier to make sure that no pregnancy would threaten the life of the mother (who may already have other children) or that of a child who might later be born with a life-threatening health problem.
But Christians who are not facing such an unusual and distinct risk would certainly want to use ‘soundness of mind’ and shape their thinking and deeds by God’s esteem for reproductive potential. (1 Timothy 3:2; Titus 1:8; 2:2, 5-8) This would reflect mature sensitivity to Scriptural indications. Yet, what if it became publicly known that a Christian blithely disregarded God’s evaluations? Would not others doubt whether he (or, she) was a good example, having a reputation of making decisions in harmony with the Bible? Such a disturbing blemish on one’s reputation could, of course, affect a minister’s being qualified for special privileges of service, though that might not be so if one had in ignorance had this procedure performed.—1 Timothy 3:7.
This is just the final part of the answer but pretty well sums up the attitude.

How do they determine if someone has or hasn't?

I remember about 12 years ago that this issue arose in our cong. The boe wrote the WTS about an elder who received a vasectomy. The WTS response stated that an elder can be removed for the following reasons:
1. The elder has no children and he was trying to disobey Genesis 1:28 about procreation.
2. The vasectomy has become widely known and is disturbing the cong.

His wife could go to the elders.
Anyone he tells he had one could go to the elders.
Rare: but some jw who works at that clinic or has access to his medical files could tell.
He could tell the elders out of guilt.

I understand that the vasectomy procedure requires a couple of fresh semen samples to make sure one is sterile. HOW CAN YOU GIVE A SEMEN SAMPLE WITHOUT CHOKING THE PUP INTO A CUP? AND YOU CALL YOURSELF A CHRISTIAN?
Never had a vasectomy myself so I am pure for Temple Service.

Was one of the things that made me see how controlling the Society has become and hypocritical for criticizing the Catholic Church's view on personal birth control issues.

I've often heard this joke:
A man with a vasectomy is like a spots car and a man with the connection still in place is like a family van.
I remember soon after I was baptized in 1978 I took the CO with me on a study. As we drove back to the KH, I had mentioned that I had a vasectomy. He proceeded to say, "well your wife could still get pregnant" That just about blew my brand new first time ever tie which was a clip-on off of my neck. I wish at the time, I had the balls to call him on it but never did. Now when I think about it, my wife was 29 years old at the time and she is a beautiful woman. There must have been a reason for a man to think about telling me my wife could still get pregnant.

COs say some of the most bone-headed things. You should have punched him in the mouth for insinuating that your wife would cheat on you. He probably didn't even know who your wife was - that's how little attention they pay to women in the congregation.
Just goes to show how "influential" that "women are like cows in heat" Awake! article was. To just assume that a woman will do whatever is necessary to satisfy a desire to have children is pretty disgusting, and shows that he regards women with contempt. I'm sure you and your Mrs discussed the procedure before going through with it - he had no business making that ignorant comment.

I had a vasectomy when I was a Min Servant back in 1988.
An Elder, a good friend, had had a vasectomy which he told us about
I then checked in Watchtower publications and checked with another Elder.
No problems, No objections I was told.
It was a sign of responsible child rearing we were told.
