Lets see if I understand this. The GB, aka, part of the F&DS ceded control of the writing of the WatchTower literature to the brothers who weren't anointed back around 1972-75. They re-write and reformulate WT articles and then run them through the filter of Old WT teachings ( not sure how far back that goes). Anything which does not compute or match up goes to the trash can. If they do decide they want to make a change in current teachings they run it by the GB for approval. BUT, if it is something totally new, then they can print it without any input from the GB.
Strangely, it seems the writing department can promulgate an entirely new doctrine, then after it is printed it become the defacto "law" for JW's. However, I think, if the writing department realizes later that they made a big blunder and want to change or do away with their new dogma, they must then receive approval from the GB in order to do so. Sounds like a catch 22 for them and the only sure thing for the JWs is that they will keep digging a deeper pit of weirdness for themselves.
