They are there to waste your time and theirs. Their first priority is, in fact, to waste their own time so they don't have any left to enjoy their lives. That comes above anything else--notice the ineffective ways they continue insisting on using. Getting people into the cancer is definitely part of their motives, but that comes second after wasting witlesses' time.
Many individuals are not out to recruit. They are just doing their "busy" work for the cult so they can "earn" everlasting life. They are distributing literature and building up their monthly report. Recruiting to an average "publisher" would mean more committment to the person and the work.
However, the purpose of the work overall is recruiting. Even the literature distributor would turn over a potential recruit to pioneers if he saw the potential.
I remember when I used to go out I used to lie (as did many other witnesses) by telling the householder that we were not there to convert them. Although, perhaps that is not so much a lie today, as it is about compiling the hours.
Issac's right, we were all trained to say that. Still trying to use enough dental flos to get that lie out of my mouth.
My wife and I discussed that one time and she said that the purpose was to help share Christian values with people to help them cope with issues they're facing. I said that if that was the case, why not just read a scripture of the day and move on? Why was the goal to establish Bible studies and get the student to the KH ASAP? Why all the stats talking about how many people are baptised?
She eventually admitted that the main purpose was converting as many as possible. Really, isn't that the purpose of any evangelizing religion?
Now, I agree that many publishers don't want to recruit. They want to place mags, maybe have a couple of "coffee clutch" return visits as far apart in the territory as possible. But, it's a lot of work to study with someone and work with them to the point of converting. Most publishers just want to check off their 2 hours on Sat morning and move on to the rest of their day.

That was the thinking about my area.
