I'm sure the WTS is aware that they have bogus elders in their ranks and the book will eventually make it's way on-line.
Personally, I think elders who are apostate and willing to scan and distribute need to be careful. Make sure there are no markings/symbols that might be inserted that identifies a batch or group of books. If a scanned copy makes it on-line, the WTS sees it and identifies these markings, they can narrow down where the book's leak came from. Maybe I'm paranoid, but the WTS isn't stupid. They know the book will leak and since they're going to great lengths to impress to all elders that the book isn't to be shared, I feel sure that they'll attempt to hunt down those that do leak it. So be careful guys... take precautions and cover your tracks.
I don't think there will be anything earth shattering new. So they added 'brazen'. That's to give them more power to hunt down usurpers and complainers, sure enough. And they probably added more info on computer misuse, from porn to apostate sites to Facebook. Same old, same old. Each generation gets a new fear.. TV, radio, movies, books, computers, etc etc etc. The biggest change may be on how to handle child abuse situations. But even that will be, "call the legal dept" and nothing enough to implicate them as obstructors of justice will be printed.
What this secrecy and over the top warnings shows me is that they're losing control. There was a day when they could say, "brothers - please don't do whatever..." and most everyone listened. Now, they know they have apostate in the ranks...not just in the publishers, but elders to Bethelites. Leaks are happening. Apostates know what's happening in the organization long before the publishers hear anything. As the WTS tightens its control, those apostate elders, etc. will have to be careful because those that are loyal will be keeping closer eyes and ears on anyone...anyone...who may not share their loyalty. There could be more and more witch hunts as time goes by.

A baptized brother can perform the binding work if an elder is watching him. However "outside companies, unbelivers, and sisters are not permitted to perform this work".
Sisters, you're now even lower down the pecking order behind...
outside companies (detestable worldy enterprises that may be of some use to the WTS at some point)
unbelievers (gonna die at armageddon unless we manage to recruit them Jah draws them to the organisation)

Didn't the Catholic Church forbid their rank and file to read the Bible; the WTS forbids its rank and file to read the elder's manual.
Didn't Jesus say the Jewish religious leaders made the word of God invalid with their traditions?

What justification is there for a baptised brother being allowed to do the binding work while an elder is watching, while a sister is not?
Paul didn't say anything about women not being allowed to do book binding work!

If not I am sure many of the JWN Elders will get a chance to snag it over the weekend (hmm elder meeting).
I would like suggest that all Elder meeting are mandated to be BYOB!
