No, it's a WTS thing.
When they started using photos in the publications instead of drawings, young people who were being held up as "righteous" examples were usually portrayed very vanilla-bland in appearance; maybe to "discourage" looking too attractive, which might draw attention towards the individual, and away from the Truth(TM).
Besides, "worldy" kids wore ripped jeans, slogan T-shirts, and extra piercings, therefore, JW kids should look the opposite. Never mind the fact that when a kid stands out from the crowd that much, he may as well be wearing a big fat bullseye. Then again, from what I've read about Rutherford essentially implementing policies that would deliberately provoke "persecution", this shouldn't be surprising.
They changed it up a bit in the 90s with the advent of higher-production quality multimedia; young JWs were portrayed a bit more classy in dressing habits and certainly more good-looking; I remember being so relieved that older folks would finally stop pressuring me to look like an extra from Freaks and Geeks.
The relative liberalness of the 90s is definately come and gone, though. If they really are battening down the hatches in upstate NY, winnowing for ideological purity will have kicked into high gear by now; "encouraging" what amounts to a bland physical appearance would be just one of many symptoms; remember, "instructions from the GB that may be difficult to understand" (paraphrasing, but you get the gist).
