Is the book of Revelation a prediction of things yet to come or is it a critique of issues in the author's own time?

The Book of Revelations is a verbal icon of the Divine and Holy Eucharistic Liturgy; a kaleidoscope of the past, the present and the future - the earthly and the heavenly.

Infact, the entire book was recorded within the context of the celestial eucharist. Holy and Sacred Tradition records that John received the Revelation on a Sunday and during the celebration of the Eucharistic liturgy, Rev. 1:10.

Anyone who has visited the Cave of the Apocalypse in Patmos will verify this statement - I have personally been inside this cave and testify to the truths of this statement and the truths of the holy ground I was fortunate to venerate. Maybe I can post a picture of this cave.

I think it was a critique of whatever events were occuring during the writer's time. The Wild Beast was Rome, the Harlot was Jerusalem. 666 was Nero. I believe when Peter wrote from Babylon, he was actually speaking about the original whore, Jerusalem.

Revelation 1:19 Now write down everything you see: things that are, things about to be. The Message Bible

I believe it is for John's day and the End times.

I also believe it was written mainly to Jewish Christians.

The Jerusalem Bible footnotes comment on Revelation being in code about the Roman Empire.

I've heard speculation that Revelation was written by a guy under the influence of 'shrooms' which are plentiful on Patmos.

I find that as viable as any other explanation.

Just as an example, "Satan" being "confined to the earth" occurred between 30,000 and 50,000 years ago. That should put it in perspective.
