I think he means 100 is other humans having full control over your life. Choose 1. You know if we are all good do-bees 1 will work. Like ants or bees!

No seriously though, I think we need some examples here. We talking about the level of government intrusion into our lives?
So like North Korea would be a 97, China would be a 88, America would be a 80, Australia would be a 60?
It's hard say unless we have something to compare it too.
