yea that letter reminds me of one I received. Very cold. Almost as if the writer caused an issue in just writing the letter. Then it gets kicked back to the writer as if they were the source of the problem. NO answer. Almost a veiled threat. Yep. Know it well

America is a litigous society; if the WTS makes transfusions a "concience matter", they potentially open the floodgates to thousands of wrongful-death lawsuits from non-JW relatives of rank-and-filers who died "maintaining their faith".
I suspect this happened on a (relatively) small scale after they made transplants a "concience matter", but they were able to keep it on the DL with out-of-court settlements.
Which, in turn, would have set an internal procedural precedent and developed into the policies they apply nowadays across the board.
