Must be difficult to be a shepherd with such a short arm!!
It looks like a proper artist painted the sheep, and he maybe let his 5 year old paint the man behind the sheep as an after-thought.
Or, some big-wig in the art department probably said:
"Brother Artist, that sheep painting needs a shepherd in the background. Make the shepherd look unnervingly happy, and give him a really really short arm...."
