They use live models to create a scene, photograph it, and then convert it to artwork. That might explain it. Sometimes "truth is stranger than fiction." I have a feeling this was based on a live model -- there is some pioneer out there that looks like this in a shepherd's uniform.
It does look wierd though - something went wrong. Or maybe its deliberate. You never know with the Freemason-WTS.
