They can print all these letters they want. However, the hounders themselves are often control freaks, and will invoke "brazen conduct" to disfellowship at will. They can use this to disrecommend you (you watch a little soft-porn, they can snoop and require proof that you no longer watch or have access to it before giving you any recommendations). Or, they can call a "brazen conduct" judicial hearing. All this without any authority from the Filthful and Disgraceful Slavebugger--which already gave hounders the "brazen conduct" card.
