JWs teach that the "heavens" referred to in that passage are the physical heavens - the physical realm beyond earth. According to them, the spirit heavens (the residing place of God) are not referred to in that passage.
Of course, there are still many unanswered questions about God, where/how he exists, etc.

That is how you see it, but you don't know. The Bible also describes another reality, a spirit realm.

You don't know. One definition of time is is the measurement of the duration of events and their intervals between them. Given, the length of a solar year, it is possible to use it as a standard to measure events in the spirit realm ( we are assuming it exists) for the sake of human understanding, before the universe came into existence.
