I take from that letter that the WTS. wants to control all out going information concerning people
who at one time were charged or identified as being a child molester, the elders are to accordingly follow their direction.
What that could come down to if a person has a history attached to their personal record, then the WTS. branch
will decide if the whole congregation should be made aware of it or just the positioning elders.
This a situation that most likely would occur with probability, for when someone has been identified as a pedophile
within their congregation they are most likely to move away out of the area and try to attend another congregation..

Since this letter was leaked anonymously, how certain can we be, that it is valid?
Just sayin'....
[I sincerely hope that it IS valid. However, it might be wise to be cautious about this, until it's been corroborated as an actual Watchtower headquarters' letter by some of the "secret" elders on this board.]
