I was informed that FBI Agents apprehended Norris at the airport in Costa Rica. He was flown "in custody" to Los Angeles International and Santa Barbara Officers took him "into custody" and he was placed in Santa Barbara County Jail, the County where the crimes occured when Norris was an Elder in the Carpinteria Congregation of Jehovah's Witnesses.
I am not absolutely certain on details but negotiations for his surrender had failed. Santa Barbara law enforcement made it clear however that "either you come willfully, or we are coming to get you"
Bail of $250,000.00 was not reduced as part of the negotiation. I do not know if there were any successful negotiations for surrender made.
I do know that Norris appeared at the airport in Costa Rica and FBI Agents took him into custody.
Under the constituents of International Travel, anyone attempting to travel while a Felony Fugitive will not clear customs and will be detained.
I am certain from media sources in Costa Rica that the Costa Rican Embassy had little or nothing to do with this apprehension and extradition.
I give this one to the FBI and US law enforcement as there were never court proceeding in Costa Rica for the extradition of Norris.
