RF - do you know if this was a local thing or circuit level? Did they go to a local hall or to the assembly hall?
I've not heard anything about it locally (southern England)

Yellow tabards are high vis sleeveless jackets. Nowadays they are worn by attendants at assemblies both inside and outside and, in some cases, by brothers looking after the car park at the kingdom hall. The spoof animation Cedars linked to illustrates this very well!

High Visibility vests made from very bright colours are worn by our workers here in the u.k so that don't get run over by moving vehicles. Tabard is a splendid old fashioned word for that kind of garment, long before high viz material.
Cedars is right. they do love to have a plethora of guys wearing these things, to direct traffic and people, even the guy holding the sign that everyone ignores that says "Keep moving" wears one.
I always used to ignore that sign because I was perfectly happy where I lived.
They also love to have what they think are important meetings about such activities, those who conduct the meetings, those that go to them, and those that volunteer all suffer from what a dear old friend of mine calls being "full of piss and importance".
