Yes, I have apologized to friends and a cherished family member even when it has not been my fault.
In some situations it has been a very good thing and one or another time, not so good.
One time, a friend with whom I had a very close relationship with completely miscomprehended what I wrote in an email. English was not their first language. I think apologizing for 'hurting' them was the right thing to do eventhough they misinterpreted my words.
I make no apologies for apologizing to keep peace.

Fake apologies can make one feel they are the bigger person. Until it is taken as a confession of guilt and thrown back at you.
G Man, my apology for someone mistakenly feeling hurt from something misinterpreted is not a fake apology.
And regarding my cherished loved one, they were unwell and confused and the intention was to spare them grief.
I have never apologized to laud it over someone.
I have to say, that I would do it again. Some things are not worth arguing over. And I didn't say I apologized for the perceived offense, I apologized that the person was hurt by what they perceived.
