Wouldn't his wife be the person responsible for the decision on what to do with the body. She could ward it to the State and they then can choose the method of burial.

I would think the Saudis would fly the casket back to Mecca for burial in a martyr's cemetery.

I think there is a ownership issue and probably after so many days when the body remains unclaimed it gets turned over to the State for disposal.
