He was caught, not by any one in the organization, but by an astute security guard in a local department store who noticed the way the offender strategically positioned his brief case so that he could film up woman's skirts. And no one else ever noticed the way he took his brief case with him whereever he went and kept it closeby. Hmmmmmm. Hindsight.......
Unintentionally, the JW dress code facilitated his offending because women are required to wear skirts door-to-door and at the kingdom hall. It must often have been a frustrating day's "work" for this man in inner city Wellington because, given its cold, windy climate most non-witness females don't listen to religious men who require them to wear skirts, but sensibly wear pants.
In this case, wearing pants is actually protective.

Sicko. In Portland a few years ago they caught some twerpy guy who had planted a cam in the porta potties at a waterfront event. He was retreiving his pics at night of miscellaneous people relieving themselves. Not saying he was a JW. Just the same kind of strange perverse sexual fixation.
