So what is the spin the WTS gives...more technology, need less people? Or less money and maintaining buildings and feeding and housing people is not cheap?
Will the day come when all is done through Canada and the US like the days when all went through US and UK?

Two years ago the yearbook related the history of the Estonia branch, first it was under the supervision of the Finland branch, then, in 1999, it became a branch, now under Finland again! http://wol.jw.org/en/wol/d/r1/lp-e/302011002?q=estonia&p=par#p298

Wiki says there are "30 Zones." There is an organizational "lopping" of branches for sure. May help with expenses and better control as well.

When economic times are good the WT historically expands. When the world economy contracts, the WT (like any other international company) will downsize/streamline.
I suspect the expansion of facilities and 'staff' in the 80's and 90's was also induced by emotions. The JW membership was growing like crazy (compared to the previous 50 years) and the big cheeses saw this as a sign from heaven to get big, big, BIG...
A circuit overseer expressed to us (about 8 years ago) that the organization was "now more than ever" being run like a business. They began paying particular attention to the "balance sheet".
