And what do you bet that with time, that 'governing body' phrase will eventually make it's way into the Book of Acts itself? That's the warm-up, getting people used to the idea, and then once it's accepted it's a matter of simply taking the next step. It happens so slowly, though, that few notice it is happening (like plate tectonics).
