When will the governments take action on this important issue? Come on people, where is the funding!!?

I heard most of these from Americans in Europe. My friend and I went to see the Arc de Triomphe at the same time as the commemoration of a French national holiday. Government officials drove up in medium sized cars and placed wreaths on the arch. Americans visitng were annoyed. One said he singled handedly liberated France and hence, France had no right to celebrate a national holiday and cut off traffic toi the Arc for fifiteen minutes. He said it in a very loud voice.
We were seated in a local fast food restaurant. Suddenly, the place swarmed with American tourists demanding hamburger and cheeseburgers. I dreamed of eating French food in France. They traveled so far and spent so much money to eat at Friendly's or McDonald's.
I soon found out why Canadian students sewed huge maple leaf flags to their backpacks. We started saying we were from the country of New York City rather than America.
Oh, even in small fishing villages in the Netherlands or Provence, all residents had to speak American English. Locals were perplexed by the friendship between my college gf and my self. I studied French for so many years. Many of which were devoted to literary study. I winced at my oral French. Before I could speak four words, they announced they could speak English and not to worry. It was inconceivable to them that an American would wince at the inability to speak oral French after ten years of study. They assumed that I was Dutch and my friend was Italian or Spanish.
Sometimes I feel the State Department should only give permits to travel outside the country to Americans with manners. Tourism would come to a halt.
