Yup, it's actually quite important for military members, where at least quarterly we participated in phone recalls at 3 am, where the idea was if you got a call you had to call the next person down the chain and put on a uniform and grab the bag, and you had an hour to sign in on base (the last person on the list had to call the first, to make sure everyone was notified, skipping anyone they couldn't contact by phone). It was the worst-kept secret that a drill was coming soon, so there was no excuse to be caught off-guard (by being out-of-the-area, unless you were on leave).
Of course, it's done to maintain a readiness stance, to be prepared. It kept the troops on their toes.
I'm surprised JWs haven't started a system for a quarterly phone recall drill, where within a 48 hour window all JWs are told to report at the KH in two hours, LOL! It's one way to create a false sense of urgency in "these (permanent) last days", and anyone who doesn't play along is going to lose brownie points with the elders, as an 'attitude check'.
EDIT: LOL! we posted at the same time, and in Blondie's post I see the WT already has told the elders to have a congregation phone list, so they're all set to go for KH recall drills....
