According to the Spaniard friends it seems like the only thing holding the Branch closure is the lack of a buyer for their hugue complex. The actual Bethel family is more or less a maintenance crew.

What are the "30 zones" of the Watchtower? Is this an 'international corporation' setup requirement issue? Is it a few branches per 'zone?'

The Samoa branch closed down a few years ago there was a scandal ther involving the top man there.
I will not say why on here for legal reasons.
