I dont think the intention is to "exclude". Any country can "include' in their system the good they see in other countries.
IT is not an act of 'exclution' to have a paradigm regarding s system of good living conditions, which is what the originator of the topic most likely had in mind (about "most civilized nation").
It not a issue of modernins or expresion of the arts or advance in technology.
It is about feeling good, confortable, happy, satisfied as a group or sociaty, regardless of economy limitations or any other nature. That is what decent normal or common people really care.
Using those parameters even Cuba can make the short list. Just my feeling, but not sure about it.
You enter consumerism and self, quick gratification into the equation and you end up with a long and totally different list.

Civilation is almost inextricably tied into a division of labor, which would include all members of society that contribute to the economic well-being of the community. This would include in my opinion ppl like soldiers. So to say that a nation that participates in war is not civilsed is a bit of a stretch.
