Removing labels off of contribution boxes is probably done for legal reasons, because if money is being giving by way of a contribution box with a label for such and such and the WT corporation takes it and uses it for something else or just pockets it could be considered fraud.
I'm thinking this new arrangement now allows the WT to do what ever they want with the money. They are getting ready to start liquidating assets and rob the rank and file of all that they can get.
On one hand, WT is giving up some levels of control by getting rid of DOs, which used to be a valuable level of direction and leadership. And WT is leaving elder and MS appointments to COs, rather than keeping the control in the hands of "Mother" (even if it was usually just a rubber stamp at the branch).
On the other hand, WT is tightening control over money. There are strict procedures for collection. How the money gets spent is totally at the discretion of "Mother".
Watchtower Corporation has clear priorities. Money is a priority for the GB. Holy spirit appointing elders and MS? Pfft. The CO, Joey Greenhandshakes, can select all the shepherds. The GB is too busy counting money to care about the shepherds or sheep.

This is just the begining on the money making scam of the WT corp. expect more brazen and corupt money collecting scemes from the WT as things get more tight and they need cash to pay out childmolestion lawsuits. It is going to get very ugly in the future so hang on to your hats.

I pulled the corporate docs of a Canadian congo today.
An amendment was done in September 2013 which added the following Article:
"Article XX was added to the Declaration of Incorporation to read: Any property remaining on liquidation after the discharge of any liabilities of the Congregation (the "Net Property") shall be distributed to a congregation or congregations associated with the Christian Congregation of Jehovah's Witnesses situated within THE PROVINCE nearest to the Congregation to assist in providing or maintaining a suitable place of worship, or if none, to the Watch Tower Bible and Tract Society of Canada or one or more other qualified donees within the meaning of the Income Tax Act carrying on similar activities in the advancement of the religious and charitable purposes of Jehovah's Witnesses generally."
