This thread could be much better. Its drawbacks are that no professional investigated the matter to summarize. One conclusion is abundantly clear.The Act may only be implemented to the extent that New York's statute is consistent with the First Amendment of the U.S. Const'n. A branch of analysis is whether government becomes "excessively entangled" in religious matters. It would take a very long time to read all the case law and commentary.
If people are interested, I am willing to research the Revitalization Act. The main purpose of the Act needs to be explained. Let me know.
Also, because NY State is NY, certain political considerations will affect people in Albany.
