The thing is, it takes a certain extreme or desperate mindset to be attracted to the organization as an adult, whereas a lot of born-ins wouldn't have chosen the religion if they weren't raised in it, and they're just trying to work with the situation they've been born into. Also, we born-ins all knew fellow JW youths who were living double lives and just generally have seen more rule-breaking in private among our fellow JWs. Converts haven't seen that, and base a lot of their impressions of their newfound religion on the ideals that they were taught that JWs live up to.
Of course all bets are off once you get up near the top of the organization; these are all company men who have made the religion their career, and even the converts have been around long enough to know that JWs are not nearly as righteous as outsiders are led to believe. So for someone to have what it takes to be a CO, DO, ZO, or GB member, they need a kind of irrational dedication, a fervor for simplistic thinking and morals, a hatred of "the world", and a lot of rationalization about how it can still be The Truth in spite of constant organizational mis-steps. Being a sycophantic ladder-climber is also very helpful.
Most born-ins and most converts are not committed enough to advance through the ranks to that level; well, half of them don't have a chance at promotion anyway because of what isn't between their legs....

Yeah, true. An authoritarian personality needs to see law and order around themselves to feel comfortable. So little things like changing beliefs on a whim of the GB, or a sheep that is stumbled by a harsh JC, are acceptable collateral damage to them. The organization (organization, period) needs to be maintained.
