Don't forget that the WTS's way of showing an "increase" are tactics like including 15-minute publishers. That's going to boost the number of "publishers", but watch for the average number of hours decrease at the same time.
Additionally, the number of Bible Studies and baptisms per capita is going to decrease, simply because you've got all these extra 15-minute publishers included in the mix.
The WTS is using the 15-minute publisher "provision" as a means to improve their appearance statistically to the R&F. Overall, however, I seriously doubt it will have a profound effect on literature placements, Bible Studies, baptisms etc.
Another thing they may not have taken into consideration is the fact that this move could actually backfire on them. How many 5-hour publishers are now going to be content with the 15-minute minimum, citing physical malady as their reason for "slowing down"?
The WTS can only "win" by changing the criteria for qualification as an active publisher and fudging the statistics. It will give the illusion to the R&F that they are continuing to experience an "increase" when in fact they are not. That's not really "winning", IMNSHO.
