After going through all the processes of how they appointed elders in the past they say this:

"The elders in turn would inform the newly appointed men of their appointment, asking them if they were willing and actually qualified to accept the assignment."

So after qualifying the man you ask HIM if he is qualified.

Do they think an up and coming newbie elder would really be HONEST and say " Sorry, I don't qualify " ? I can just see it now - a newbie elder saying, ' Jeez brothers, thanks for thinking I qualify to be an elder ! It's really kind of you. But you know what ? I watch ALL kinds of porn and I'm really into watching naked people get it on . Do you think this might disqualify me ? " LOL. Would love to be a fly on the wall in THAT conversation

After holy Spirit has anointed him, they then ask if he qualified, and if they have done anything to disqualify themselves!

Considering some of the elders I have seen who are absolute dicks, then obviously someone isn't vetting the nominees very well. And the nominees aren't voluntarily disqualifying themselves either. The idea that Holy Spirit has anything to do with the process is a real laugh.

My husband had no idea what was going to happen when 2 elders pulled him back into the elders room and asked him if there was any reason he could not accept an appointment as an elder...2 minutes before the service meeting. He said he wanted to talk it over with his wife and said it was no or yes that minute......(is that normal). I have know of MS who said no more than once. Is this their opportunity to say no I don't because I was or am a pedophile?

Article also says the CO will try to go out in FS with the potential candidates.

Serious brownosers will have an advantage.

That happened to me when becoming an MS. I was 19, and just before the meeting my father, who was the PO, said I was going to be announced as a Ministerial Servant, and asked if there was any reason that would rule me out as qualified. I had no idea that they had been considering me. I was in total shock, as there were things I was doing that meant I should not take the position, but I was too embarrassed to tell my father I did not qualify. It took away from the joy of the appointment as I felt incredibly guilt when I was announced.

Hummmmm.........19yo...............single guy..................embarrassed to tell dad why you didn't qualify............

    I give up.

Cannot even begin to imagine what you could have been doing.

So lying about "qualifying" won't disqualify someone but telling the truth about your own flaws will.
