DoT - As I mentioned, I'm not familiar with either UK law, so I could be wrong. But I didn't see anything in the 13 year old thread indicating that using the house to house forms would be illegal (other than speculation). In the more recent thread, it warned about passing the information along to others.

I hadn't contemplated that as my recollection from my time in was that the notes would generally be for personal use only. But now that I think about it, I do remember some JWs passing off supposedly interested persons to others. That probably does explain their discontinuation. But I don't think it would be illegal to use the forms for one's own personal field service use. Obviously many JWs don't listen, so they may have discontinued them out of caution for that reason.

I wonder if the WT/JW Org is fearful that here in the U.K we could use the Data Protection Act to ask what they have on us, and if that then turned up records passed on within the Congregation, as we know they used to be, that would then prove that the WT/JW Org was responsible for what individual JW's did in their "ministry" as Agents of the JW Org.

No paper trail means the WT/JW Lawyers can claim that individual JW's act entirely upon their own initiative, without Org. direction, and hence are not Agents.

yes these are instructions but worded as suggestions

and there is nothing here that implies the WTS is monitoring, maintaining or in any way involving themselves in this relationship

i believe thus instructuring and removal of slips are connected and limit liability to the BOrg

They used to urge the publishers to track not-at-homes and note things like statues in the yard indicating their religion, IF THERE WERE TOYS INDICATING CHILDREN, and such things that publishers could use in conversational love-bombing/fear-mongering. Yeah, with the WT's pedo legal problems, the last thing they need is have the court find out that these criminals have been roaming the neighborhoods noting where children live, when the families are home, etc. on official WT forms.

This has not been announced in the U.S. as far as I can tell. In fact, at the service mtg this week, we were encouraged to use the "please follow up" slips when we meet foreign language people in the territory.
