I think it only needed to be kept quiet until the letters were all posted.
As Elders all over the place now have the letters it's hardly a secret anymore, so I don't think it matters now.
Were they mailed to specific elders' homes, or to congregations?

Now this is powerful News!
A letter sent out to bodies of elders worldwide protesting ungodly WTS policies and practices and further urging JW bodies of elders NOT TO ADOPT normal, customary "company" party lines of support. In other words, elders are told to not support the WTS is their wickedness before God as witness. I think the letter is from concerned JWs who are interested in elders taking action.
What I found especially interesting and noteworthy is the focus of the letter, which is to encourage "bodies of elders" to STAND UP TO THE WTS and be real "shepherds of the flock" in sincerity. The 6 primary points of contention cited that they feel need to be addressed by elders are timely . Especially the two points, (1) UN/GB secret-affair & (2) the "two-witness rule" used in Child abuse situations in the JW congregations earthwide.
Regardless of where this leads its seems certain, this letter could signal outright revolt against WTS authority on the part of JWs earthwide. Not a good sign for the WTS. It seems internal JW problems simply will not go away. With all of news coverage and bad press JWs are receiving these days around the globe, one must ask whether these troubling concerns and complaints are the beginning of a full-blown "JW Reform" movement within the organization? This would be something formerly thought of as impossible before by long-time ex-JWs and loyal JW apologists both alike. And yet, are we seeing the first signs of a bolstering of the idea of JW reform and change, on an earthwide scale right within the organization itself? (Zechariah 12:1-7)
Many of us remember "AJWR" and "H2O" was originally created for the cause of JW Reform back in 1996. Now, years later, it seems some of these same "concerns" expressed by early reformers, have now become the massive concerns of thousands of JWs earthwide! An unseen reality. I'm seeing things that surely would raise the eyebrow of the most staunch JW loyalist. Like, who would have never imagined seeing the day when bonifide Jehovah's Witnesses would be talking about staging a PROTEST MARCH ON THE WTS in New York, as is actually being planned by the "SilentsLambs" Org. in late September of this year. Who would have believed that such a thing was even possible?
Now to me, that is really a genuine "protest movement" against the WTS, that started out as a small "seed" of discontent. But now, that small "seed" of discontent, has grown into a full grown "tree of rebellion" -- all conceived, birthed, shaped and now grown to full maturity, from right within the JW Organization belly of motherhood. A Child of "Reform" born right within the JW Organization. A troublesome "Reform-Child" Movement born within the mother JW Organization as "Israel". (Revelation 12:1,2, 5)
I mean, who could have envisioned back then almost 7 years ago, when "AJWR" started in the spring of 1996, we'd be seeing the things we are seeing today -- a real protest movement among Jehovah's Witnesses!
Therefore, this powerful letter of dissent could very well represent a very ominous troubled-filled future for the WTS. It could show a serious re-vitalization of concepts of JW "reform" taking shape, right within the belly of the JW organization -- right underneath the Governing Body's nose. And they are helpless to stop it. "JW Reform" is no longer theory, wishful thinking or a dream pet-idea for some few visionaries among the organization nowadays. No, but it seems that thousands, yes thousands are pushing for reform now, showing there are still true lovers of righteousness, fearless ones who stand for His Great Name within the JW Organization, thus proving Jehovah's Witnesses are God's Name People fulfilling Bible Prophecy as modern-day "Israel", as we speak! Praise Jah for that!
Therefore, when we consider and analyze (1) the birth of the "silentlambs" movement, with (2) the perfectly timed release of Greg Stafford's new book outlining change, (3) all of the bad press given JWS earthwide, especially "NBC Dateline", (4) a Protest March on the WTS planned in September, and now (5) this powerful letter to all bodies of elders, we are forced to take note of this viable, zealous idealism of "JW reform" taking shape right before our very eyes -- Jehovah's Witnesses enmass, for reform!!!
To be sure, the writings of "MDS" called "The Report" found in manuscripts and literature disseminated around the world and in book form via bookstores in the U.S.A. officially since 1994 (written material of which I've been considering for over the last 11 years) have indeed well-predicted such "reform" developments within the JW Organization, "in detail". I am a witness of that fact. (Acts 13:40, 41)

This is my personal testimony of what I have seen. But, even if you do not believe that Jehovah's Witnesses are God's Name People, Israel of Bible Prophecy, or perhaps you do NOT believe that real "reform" is even possible for the JW Organization (those "old wineskins" stretched to the limit), still at the very least, as the most rigid "JW-reform" skeptic/critic you must admit, we are indeed seeing some very strange, hard to explain, unusual things occuring amidst the JW Flock these days. (Strange things, I've not seen as such in my near 60-year acquaintance with the JW Organization myself.) Hmmmmmmmmmm.
And for all you "reformers" (who battled in the trenches for these 6-7 years, like H2O personnel, Rick and company) -- Jehovah may have indeed heard your prayers and blessed your efforts! Because apparently, the reform movement among JWs is NOT DEAD YET! Which of course, is much to the chagrin of the WTS.

Starfish, as I already mentioned, in the UK we mainly posted directly to elder's homes.
But it wasn't as straightforward in the US as names and addresses were more difficult to come by so I think that most letters went to the Kingdom Halls.
Suggest that on future letters sends put a website like freeminds.org or silentlambs.org so that elders can go there too.

It is expected the brothers throw the letter in the trash, they must state tehy did this. I think that the ones who read it are way more than those who trash it. As I said in my first post here, there are many dedicated elders, those are the ones this letter is for. I know that Brooklyn will advice the elders to dismiss this as work of apostates, but a seed of doubt will be planted by Brooklyns own words: "Please be assured of our continual prayers on YOUR behalf as YOU carry out YOUR weighty responsibility to sheperd the flock that God entrusted to YOUR care."

The real message imo is not what is contained in the letter but that there exists a global community outside the WT that has taken a principled stand against it. While diverse in belief and thought, there is a general unity against the WT and an almost universal understanding in this community of the WT's corruption.
For all I care people could have been mailing empty envelopes, because as long as these letters are recognized to have originated from a united source in opposition against the WT's corruption as part of a global effort, it would be difficult to label this effort as a failure.
I think many elders recognize the present situation within the organization is less than ideal and many harbour private concerns that are only discussed in quiet isolated conversations. For these ones to get some sort of confirmation that there may be greater numbers sharing their concerns is a validation that their concerns are legitimate. Hopefully this may lead to many of these ones taking positive action in greater numbers.
As for this religion's leaders, I don't believe they ever trusted their members or their elders and know a significant number would read things they are instructed not to. They know they are being exposed and in their desperation to hide their crimes they reveal their own guilt. Efforts such as this that completely circumvent their "authority" and go right to the elders/r&f are a humiliating blow to the arrogance of the men who think they are in charge.
