Would someone who was a JW all his life (24 years) know he's not suppose to be giving/receiving oral sex? Is it possible he might not have heard about this rule? Does it not apply if the person is disfellowshipped?

It is possible...I didn't know it was "wrong", even between married people, until I was 18...and even then it sort of came out on accident when I was listening to some old biddies talking...talk about mortifying...

If he is disfellowshipped, is he trying to get re-instated? If not, then why should he be following their doctrines?
If he is, then I don't believe he will ever get re-instated until he stops, and repents.

Yes he knows, it would impossible for him not to know at his age.
Yes, it still applies even if he's disfellowshipped.
