I remember seeing that episode of COPS myself.
What that guy was doing is known as "huffing," which is done with spray cans and is more a matter of inhaling than drinking (not that one approach is much less harmful than the other.) The high comes from the chemicals used to keep the paint in suspension, and the propellent in the spray can.
What I remember most from the event was the paint all over his face and mouth, and his (at first) denying that he was doing it. It was like a child caught with chocolate all over his face, denying that he had been into the fudge ... but much worse.

Before feeding this bastard to the sharks, I'd have about 10 men with big dicks rape him to see how he likes it. If he survived, then I'd chop his dick off, stuff it down his throat, and then throw him to the sharks.........it is simply unbelievable how anyone could rape a BABY.............sick, sick, sick!!!!!
