That would be JUST ONE of the points against the elders.........by their very vow to Jehovah (as evidenced by Lisa's history) .....the elders' primary responsibility is to keep the REPUTATION of Jehovah's Congregation Clean - not necessarily the congregation.
Obviously, if they kept the congregation clean........all molesters would be thrown out immediately (whether reported or not).....as it is a protection to their own children.
PUBLIC RELATIONS = REPUTATION = MORE PEOPLE COMING IN = MORE MONEY = (in an odd way) PROOF THAT JEHOVAH'S WITNESSES ARE "GOD'S CHOSEN ONES" (at least to Jehovah's Witnesses.)
Btw, there's an old saying used by violent, drunken, raping, parents to their spouses and children: "What goes on in these four walls stays in these four walls." It works.

JR did not attend college - he started pioneering very young served where the need is great with the PO in my hall when i was at bethel- they were best of friends
both got married my PO had kids , JR didn't and kept on pioneering and serving were need was great and finally got Tapped FOR THE TRAVELING work- worked his way up to DO- He was one of the most widely known black DOs in his day
in fact he was so powerful as a DO for he served the major black metro areas he was developing followers and to address this issue THE society took him off the road and put him in Writing Dept
for awhile he handled Questions From Readers, but they had a tight grip on him
the entire time i was at Bethel for almost 7yrs they NEVER , NOT ONCE ALLOWED HIM to conduct the behel family wt- he was only allowed to read
ONE OF the most important thing to know about jw is he is ALL STYLE COOLIEST BLACK HEAVY at Bethel- in fact many young black bro would go so far as to TALK LIKE JR
he was just COOL- we used to call him the WT's "Louis Farakann" smile
many white bro esp the heavies hated him-- he was such a dynamic speaker one of the best in the biz
he is the reason why so many young black bro i personally know felt that the Org would give you the type of education that one needed
if you talk to JR - the words he use and depth of knowledge is very impressive to bro with HS diplomas
so the wt keeps it's member in darkness
as has been mentioned about the wt mags give you a 4 yr education - well in the black community of jw that i grew up in WE BELIEVED IT AND BRO LIKE JR WAS VIEWED AS the proof in the pudding
