this makes perfect sense........we want to get the good news out, but don't reproduce and distribute WTS publications........
in other words, without a JW interpreting this nonsense, it will be seen for the nonsense it is ?.......or.....we want every nickel we can get ?

BTW, how to you suppose others are able to sell Watchtower Reprints? Better learn your laws dude!
