I think the numbers have been boosted really - they are about on a par for previous years but the membership has decreased.
What they are doing is "flogging the slaves harder" but they can only do this for so long before they get fed up and move on or give up from exhaustion.

This will also have an impact on publisher numbers in the future.
The Borg experiences a "revolving door" pattern to its numbers i.e. although a great number come in the front door (baptisms), there are a large number leaving by the back door (DA/DF/inactive).
The challenge for the Borgmeisters has always been to ensure that the number of new ones is kept high. Now that this is not happening, the lon-term prospects are not good, for the overall number of witnesses is declining in many (most?) parts.
