Since you have such great ideas on what the objective of silent lambs should be, Your energy might be better spent starting your own, and not picking others apart. If that was not your objective then you need to maybe adjust your style of communication.
PS : I just thought you might like to know I know several abuse victims, but I do not wear that friendship like some badge that gives me special rights.
From your quote above I am sure they will benefit from your sensitivity.
For how I read the matter, I don't beleive it would be an exaggeration to say that for Silentlambs to disband, all the WTBTS needs to do is to simply do everywhere as they are required by law to do already in 16 of the Uniuted States, i.e. , promptly upon recepit of an allegation of abuse/molestation, step back and urge the aggrieved party to take his/her allegation to the police.
Why is this so hard for them to do? Especially for them, who've shown time and again how good they are at washing their hands!
