McClellan made a very important point that since the elders have established the facts of a crime, and determined it to be true, it ceases to be an accusation and there becomes an obligation to report the crime to the state.
The process of JWs to establish the crime is different than most religions, and increases their obligations.
I would like to use that quote word for word from the transcript, as it is an important distinction.

The judge reminds him that people who deal with things internally, and decide to be the judge and jury, that they carry the weight of their decision.
