1) Being an expert and convincing liar,
2) Having the right "connections" in their petty hierarchy.

I knew of a judicial commitee that was very unhappy about taking disfellowshipping action against a brother that was in the midst of providing free building work on the Kingdom Hall as well as plowing services....They waited a few extra weeks to meet with him, AFTER the work was completed, and then disfellowshipped him.
