How many months consecutively does a jw have to miss turning in time to be inactive?
Never heard of a specific rule, but I've been out for a long time and never followed up on anything that they did after I left.
Way back when, if I remember correctly, a person was considered inactive as soon as the person didn't report any hours.

Missing for 1 to 5 months is irregular.
Missing for 6 or more is inactive.

I agree with what others have said. This is what I remember from growing up as an elder's kid.
No time turned in for 1-5 months: irregular
No time turned in for 6 or more months: inactive
They do not officially keep track of whether you attend the meetings or not. Technically, you could not ever attend a meeting and still turn in time every month and still be counted as an active publisher, although I have never heard of anyone getting away with that.

As has been stated above:
No time report six months = inactive
The CO will come down on the BOE to reactivate those recently going inactive, So they can expect at least a phone call.
There is no formal title for those who are irregular or nonexistent at meetings.

No time turned in for 6 or more months: inactiveIs there a label like...'Unproductive' for not bringing a new recruit into the organization. Most of the current 8 million JWs have yet to bring an outsider to the point of baptism! Most JWs are therefore... 'Unproductive'! :)

I used to avoid be irregular. Besides Andrew's liver salts, I'd post leaflets through doors once a month on the way to work and count the time.
