Becoming an elder is a very special attainment within the organization. Not everyone is qualified for this "privilege". Some brothers have all of the "qualifications" of an elder but they just don't get the job. Some do hope to be elders to "change" things for the better-----kinda like well -meaning politicians who have no clue that the system won't change.
