Why not publish them in PDF on the web? Even for a download fee? They could say it's for bandwidth if they want to. Oh, but that would be selling and potentially taxable.
I've often wondered about that. If the Borg was really serious about "dispensing spiritual food", why aren't the publications on their web-site? Surely that'd be a more efficient use of resources?
