I just watched the movie a little while ago, and I don't think it said that we were the top out of ALL countries, but we were up there compared to many other nations. He didn't compare the US to Mexico, he compared it to the UK, Canada, and several other nations, such as Taiwan. Also, if you re-read my quote,
